According to College Board undocumented students are allowed to apply and be accepted into a college or university. However, the student is ineligible to apply for federal aid yet may still be eligible to receive state aid depending on the state they reside in.
As of April 17th 2015, the National Immigration Law Center (NILC) has compiled the most recent State Bills of every state throughout the country stating the current access (or lack of access) an undocumented student has towards pursuing higher education. For instance, there are some states in, which undocumented students will be considered In-State Tuition and/or scholarships meanwhile, there are other states that oppose. An attachment of the current list of State Bills has been provided below.
In addition, the list of State Bills can also be challenging to interpret and so if you take a look at the Understanding State Bills post I have provided extended information on the differences between the different types of bill numbers as well as external resources containing glossary terms and definitions which may help better understand the type of bill number, the context of the bill and its current status.
